How is the seventh AFP 2023 withdrawal going and which banks support the release of funds?

A few days ago, a new bill that authorizes the extraordinary withdrawal of up to 4 UIT from AFP funds entered the documentary process of the Congress of the Republic. The initiative by parliamentarian Wilson Quispe joins 9 other legislative proposals that pursue the same goal and that, according to the president of the Economy Commission, César Revilla, would have an opinion by the end of November.

AFP Withdrawal: how is the debate going in Congress?

During the six ordinary sessions that the Congressional Economy, Banking and Finance Commission has had, the Minister of Economy, Alex Contreras, has presented; the head of the Superintendency of Banking, Insurance and AFP (SBS), María del Socorro Heysen Zegarra; and the president of the Pension Funds Association, Giovanna Prialé; who presented their arguments against a seventh withdrawal from pension funds.

Similarly, congressmen Segundo Montalvo (withdrawal of up to 2 UIT), Víctor Cutipa (release of up to 3 UIT), Guido Bellido and José Luna (disbursement of up to 4 UIT) supported the main scope of their legislative proposals that seek to authorize the allies of the AFP to make this pension request.

Faced with the insistence of his colleagues, the president of the Economy Commission, César Revilla, reported last Wednesday the 15th that the AFP withdrawal opinion will be ready by the end of November and that, after its drafting, it will be debated and voted on in the workgroup.

“The next session supports the BCRP and then we will have all the opinions of the groups and sectors so that a ruling can be made. The 22nd (of November) is coming and by the week of the 29th we would have a ruling,” he said.

Then, if the proposal is approved in the Economy Commission, it would be suitable for subsequent debate in the Plenary Session of Congress and so that it can be considered for a vote. However, the head of the MEF, Alex Contreras, announced that the Executive Branch would observe the ruling on the withdrawal of up to 4 UITs from the AFPs if it is not limited only to the unemployed.

“We are going to continue coordinating so that, in the event of a seventh withdrawal, it can be limited; However, if it remains the same, as appropriate, we will observe the bill,” he declared to the media after finishing the CADE Executives 2023.

What are the groups that support the AFP withdrawal?

So far, 21 legislative initiatives have been presented to empower AFP members to request a seventh withdrawal of the money they accumulated in their pension funds, of which 10 propose the release of up to 4 UIT, 3 seek to expand the amount of disbursement to acquire a property or pay debts through the mortgage guarantee and the objective of most of them is for citizens to use their savings to face the impacts of the economic recession.
