The National Environmental Certification Service for Sustainable Investments (Senace) appointed Eduardo Martín Gómez García as the new general manager.
Executive Presidency resolution No. 00112-2023-SENACE/PE also accepts the resignation of Joanna Fischer Battistini from the position, thanking her for the services provided to the institution.
Fischer leaves after ATV revealed audios of the now former official pressuring Senace staff to approve a mining project by the Ames Mining Company. He presented his resignation with an unofficial letter, without further formality.
Senace is a specialized technical public organization, with technical autonomy and legal status under internal public law attached to the Ministry of the Environment (Minam).
“Through letter s/n, received on November 8, 2023, Mrs. Fischer presents her resignation from the position she had been holding; therefore, it is necessary to issue the act that formalizes her respective acceptance,” the document states.
Fisher, who served as Advisor to the Executive Presidency, was temporarily selected as general manager by Executive Presidency resolution 00076-2019-SENACE/PE Lima, of August 2, 2019. Two years later, by Executive Presidency Resolution No. 00006-2021-SENACE/PE, was made official in office.
The resolution itself published today in the El Peruano newspaper recognizes that the Regulation of Organization and Functions of Senace establishes that it is up to the Institutional head, now Executive President, to designate trusted officials and appoint public servants.
“The purpose of Law 30057, Civil Service Law, is for public entities to achieve higher levels of effectiveness and efficiency, and effectively provide quality services through a better civil service, and promote the development of the people who comprise it. […] In the case of trusted servants, the selection process is limited to compliance with the profile established for the position and does not require passing a public competition of merits.“, he says.
