Norwegian giant Statkraft with permission to develop solar panels in Moquegua

The Peruvian Government granted the definitive concession to develop electricity generation with Renewable Energy Resources (RER) in the “Central Solar Fotovoltaica Lupi” project to the company GR Vale SAC, whose shares in this photovoltaic complex were purchased by the Norwegian giant Statkraft in January this year.

The Lupi Photovoltaic Solar Power Plant, located in the district of Carumas, province of Mariscal Nieto and department of Moqueguahas an installed power of 150 MW and was acquired at the beginning of 2023 by Statkraft together with the EMMA wind farm (Sechura-Piura), from GR Bayovar SAC.

Ministerial resolution 443-2023-MINEM/DM approves Concession Contract No. 605-2023 to be signed between the company GR Vale SAC and the Peruvian State, represented by the Ministry of Energy and Mines (Minem), which consists of 19 clauses and 4 annexes.

In this way, the General Director of Electricity (DGE) is authorized to sign the aforementioned Concession Contract, in accordance with article 53 of the Regulation of the Electricity Concessions Law, approved by Supreme Decree 009-93-EM.

Since submitting its application in December 2022 (shortly before the transfer was completed), Vale demonstrated that it complies with all legal requirements. Furthermore, the area requested in concession corresponds to the minimum required for the planned generation capacity, “and does not affect the normal development of other projects that have definitive concessions granted,” as Minem concluded.

The solar project was strategically related to the Chaska mining project, also located in Mariscal Nieto. According to Peruvian authorities, Vale’s budget for the copper exploration stage reached US$12.1 million.
