The Ministry of Women and Vulnerable Populations (MIMP) made official this Tuesday, November 7, the Regulations of the Law 31754law protecting women heads of households in situations of poverty or extreme poverty.

The regulation, published through DS 011-2023-MIMP, establishes that the management and administration of the Registry of Women Heads of Household is the responsibility of the MIMP as it is the governing body for the protection of women heads of households.

In this sense, the new regulation modifies and updates administrative records by incorporating the variable “female head of household”, disaggregated by sex. What does this new device that empowers women housewives in highly vulnerable situations contemplate?

Female head of the household: strengthening ventures

The female head of household in a situation of poverty or certified extreme poverty will have preferential access to care services, provided by State entities at the three levels of government, if she meets the requirements established for access to said services by the entities. in charge.

The training and technical assistance services linked to the management of enterprises, productive self-employment or access to dependent employment under conditions of decent employment that are provided through the different State programs, are preferably provided to the female head of business. household in a situation of poverty or certified extreme poverty, incorporating the gender approach.

These services are flexible in duration and adapted to the time availability of the female head of household. Dependents preferentially access basic or technical-productive education institutions, provided by the Ministry of Education (Minedu), within the framework of their autonomy and in accordance with current regulations.

In addition, the Ministry of Housing, Construction and Sanitation (MVCS) annually reports to the MIMP the number of certified female heads of household in situations of poverty or extreme poverty who access the housing programs under their responsibility.

The female head of household in a situation of certified poverty or extreme poverty will have preferential access to the education programs provided by Minedu.

For this purpose, Minedu designs and implements programs for the completion of basic and/or technical-productive education studies, differentiated and adapted to the time availability of the female head of household. These programs can be developed virtually or in person, according to the criteria of the governing entity, and within the framework of its autonomy and in accordance with current regulations.

If the programs referred to in the preceding paragraph are implemented in person, the corresponding instance must guarantee the implementation of care spaces in educational facilities for minors dependent on the female head of household in a situation of poverty or poverty. certified extreme care or coordinate access to care services with competent entities.

Finally, the female head of household in a situation of poverty or extreme poverty certified by the MIMP preferentially accesses the Comprehensive Health Insurance-SIS, at the health center closest to her place of residence.
