Cosco Shipping Ports Chancay Peru (CSPCP) Last Friday, November 3, it presented its final expert opinion after the collapse of land in the Peralvillo area, superimposed on the tunneling work of the Chancay Megaport.
The document, designed with international experts and which will be presented to the National Port Authority (APN) this Monday the 6th, denies that the choice of the construction process and method, through the use of Jet Grouting umbrellas, caused the subsidence in May 2023.
The expert opinion also rules out poor construction practice in the manufacturing of the support umbrellas in the entrance tunnel, as well as an inefficient design of the tunnel in general, for the initial conditions, by the design company.
This expertise is developed in parallel with that of the Prosecutor’s Office and the College of Engineers of Peru (CIP). In the partial study, the versions of an inadequate and inefficient design are refuted, in reference to the structural performance of the profile used in the tunnel as primary support.
Finally, “the existence of anthropic deposits at depth that were not predictable or previously estimated under the initial conditions is confirmed and evidenced with certainty.” These preliminary results were presented to the Special Commission for the Chancay Project of Congress.
“The main cause of subsidence is directly related to the presence of anthropic fills, which caused a heterogeneous condition in the soil, losing resistance and causing a displacement of soil volume. This is classified as exogenous subsidence,” said Pedro Guerrero, Project Manager for the construction of the Chancay Tunnel, before the legislators.
Chancay Megaport: Tunnel works will still take time
In dialogue with The Republicthe general manager of Cosco Shipping, Carlos Tejada, explained that the meeting with APN aims to present all the reports of the contracting company, the supervision company and the expert assessment company.
They are also leaving the technical files with all the improvements in the construction methodology that the contractor, the supervision and the expert have recommended “so that another incident does not happen.” These will be evaluated by APN technicians and experts.

It should be noted that, during the land subsidence on May 16, a total of 18 homes in Peralvillo were affected, 4 of them with deep damage. Construction of the tunnel was initially halted entirely, but was later reopened only on the port side.
