Alex Contreras: “Repeal of the Agrarian Promotion Law was disastrous for agricultural exports”

The Minister of Economy and Finance, Alex Contrerasreported that his office will send a list of incentives to encourage the hiring of personnel in the agro-export sector, affected by climate change and the “disastrous” repeal of the Agrarian Promotion Law.

During the awarding of the Enlace 500 kV Huánuco-Tocache-Celendín-Trujillo and Enlace 500 kV Celendín-Piura projects, in charge of Proinversión, the minister said that the agro-export sector, in addition to the impact of El Niño, is also experiencing a “change structural product of the repeal of the Agrarian Promotion Law”, which occurred in 2020.

“This repeal has been disastrous for the agro-export sector and we are seeing the consequences of those decisions. We are working to reverse them and the Minister of Agriculture will announce them as part of the coordinated work in the Council of Ministers,” he stated.

Asked if they would send a proposal for a new regime from the Executive, the head of the MEF considered that it is up to his office to raise “incentives for hiring and investment.”

“We study other types of measures. That decision [un nuevo régimen especial agrario] It is up to Congress, but what we are evaluating are incentives for investment and contracting. We want workers in the agro-export sector who have lost their jobs to get them back,” he said.

The repeal of the norm, pointed out at the time as a cause of job insecurity in the sector, left without effect the labor and Agricultural Health Insurance regime, as well as the tax benefits applicable to the aforementioned sector.

It should be noted that the regime was temporary in nature, first valid until 2021, and then extended until December 31, 2031. It was 20 years that ended after the pandemic passed.

“Thinking about agricultural exports, we have expanded the credit program Impulse MyPerúwhich was aimed at MSMEs, but seeing what was happening in the agro-export sector, we also expanded it to MSMEs,” noted Minister Contreras.

“We went from giving credits of S/100,000 to S/1 million, that measure was designed in sectors like this. We also sent to Congress a project to promote the textile and clothing sector, and what we are doing is extending part of those benefits to agricultural exporters,” he added.
