Congress approves S/600 Bonus for states: what requirements must beneficiaries meet?

Last Friday, the Congress Plenary approved by majority a supplemental credit to the Executive for more than S/1,580 million. This proposal, which has not yet been enacted, includes resources destined for the actions that the Government will carry out in response to the El Niño phenomenon. It also allocates a budget to provide a exceptional bonus of S/600 to the servants of regional governments and local governments as part of the Collective Agreement at the Centralized level 2023-2024, signed between the Government and the country’s union centers.

Who will receive the S/600 Bonus?

ANDl Bonus S/600 It is aimed at officials of the regimes of the Legislative Decrees 276, 728 and 1057 and Laws 30057, 29709 and 28091 of the entities of the National Government, regional governments and local governments.

In the case of the labor regime of the Legislative Decree 276 of the official occupational group, prior to payment, the entity must identify that the server does not hold a position of management or trust. Furthermore, they must not have part or all of the staff under their charge, nor exercise representation or ownership of the institution, nor must they have the capacity to make decisions.

To pay the exceptional bonus, beneficiaries must meet the following requirements:

  • In the entities of the National Government and the regional governments, the beneficiaries must have an employment relationship as of June 30, 2023 and be registered in the Computer Application for the Centralized Registry of Payrolls and Data of Human Resources of the Public Sector (AIRHSP) of the Ministry of Economy and Finance as of June 30, 2023.
  • While municipal employees must have an employment relationship as of June 30, 2023 and be registered in the Electronic Payroll (PDT Plame) in the month of June 2023.

How many workers will benefit from the subsidy?

It is estimated that they will receive the Bonus S/600 around 552,000 workers. To this end, the Ministry of Economy and Finance is authorized to make budgetary modifications at the institutional level for up to the sum of S/349 million 333,200 in favor of various documents of the National Government, regional governments and local governments, at the source of financing Ordinary Resources, charged to the Contingency Reserve of said portfolio.

It should be noted that the rule indicates that this subsidy will be delivered only once in Fiscal Year 2023, it is not remunerative, it is not subject to social charges, it is not pensionable in nature and it is not part of the calculation of labor benefits.
