Through Supreme Resolution No. 009-2023-EM, Julio Walter Poquioma Shaffer as the new Vice Minister of Hydrocarbons of the Ministry of Energy and Mines (Minem). Thus, Enrique Bisetti Solari replaces Antar, who resigned from the position in May of this year.
Until now, the position of trust was being handled by Jaime Eulogio Luyo Kuong, Vice Minister of Electricity, and Óscar Vera, head of Minem.
Poquioma Shaffe has a Master in Science Petroleum Engineering from the University of Tulsa, as well as integrated studies in Reservoirs. He has also served as a professor at the School of Petroleum of the Central University of Venezuela and the Faculty of Petroleum Engineering of the National University of Engineering (UNI).
In the last nine years he has developed as an independent consultant on oil and gas engineering issues.
