The National Government began the bidding process for three electricity generation and transmission projects that seek to attract a private investment of $ 1,861 million
These are: Non-Conventional Renewable Energies Block of 500 MW, the Natural Gas Combined Cycle Block of 400 MW and the Northeast Transmission System that will supply the Ecuadorian oil system.
The call for the tender involves the financing, construction, operation and maintenance of the two electricity generation projects, with an installed capacity of 900 MW (megawatts) and the transmission project.
In his speech, The Minister of Energy, Juan Carlos Bermeo Calderón indicated that since September they had been receiving signs of interest from local and foreign investors, whoThose who have sent contributions that make possible the launch of the official call with which the bidding for projects begins, through the Public Selection Processes modality.
For his part, the Vice Minister of Electricity, Gabriel Argüello, detailed the schedule of the bidding process and presented a technical presentation of each of the projects.
This is how he explained that the Non-Conventional Renewable Energy Block, with a power of 500 megawatts (MW), has four sub-blocks, equipped with unconventional technologies (hydroelectric, photovoltaic, wind and biomass). Its development requires an investment of $ 875 million. The private sector is also expected to propose projects with non-conventional renewable technologies on its own initiative or considering the different studies that Mernnr has.
The selection of the projects in each sub-block will be made based on the lowest price offered, until the respective power allocation is completed.
The Natural Gas Combined Cycle Block, 400 megawatts (MW), It contemplates the implementation of a generation plant and its corresponding transmission system, associated up to the point of connection to the National Transmission System (SNT). The plant will use gas thermoelectric generation units, based on conventional combined cycles with gas turbines or internal combustion engines. Its scope includes: studies, land acquisition, designs, financing, permits, procurement, construction, operation and maintenance. It will be the responsibility of the awarded bidder and subsequent concessionaire, to ensure the supply of natural gas, in the quantity, quality and timeliness, required for the operation of the plant. The concession will be for a 25-year term and will require an investment of $ 600 million.
Finally, the Northeast Transmission System (STNO), It will allow the availability of a transmission infrastructure that connects the National Interconnected System (SNI) with the Interconnected Electric Oil System (SIEP), located in northeastern Ecuador, which will provide clean energy to the oil industry.
Its construction will require an estimated investment of $ 386 million and a concession term of 30 years. It includes the construction of three transmission sub-systems, six new substations with a transformation capacity of 539.5 megawatts / ampere MVA and 290.1 km of transmission lines, energized at 230, 138 and 69 kilovolts (Kv), which they will feed around 300 megawatts of demand from the SIEP.
It is important to highlight that for the implementation of the three Public Selection Processes (PPS) there are duly established schedules. As of December 13, interested investors will be able to acquire participation rights and continue the process that will end in December 2022, with the award recommendation.
