Ica invests close to S/190 million to reinforce prevention actions against the arrival of El Niño

The El Niño phenomenon is a characteristic climatological event due to intense rains and abnormally high temperatures on the Peruvian coast. This can lead to landslides, flooding and significant damage to infrastructure. For this reason, the Government of the Ica region reported that has been taking preventive measures to protect its citizens, save lives and mitigate the impact.

To date, Ica has three emergency decrees issued by the central government. As a result, the Government of Ica was in charge of attending to highly vulnerable areas, such as rivers and streams, which become sources of danger when the El Niño phenomenon is activated.

Given the proximity of this weather event, 31 critical points were reported in Ica, that is, there are more than 100,000 inhabitants and hundreds of hectares of crops in danger. In addition, Nearly S/190 million has been invested in these critical points and two emergency works have been carried out, which supports the commitment of the Tambo Special Project in disaster prevention.

“Despite budgetary limitations, the Government of Ica has undertaken actions quickly using its own resources to strengthen preventive infrastructure in the region. These efforts include the construction of a multipurpose dam, which will not only supply the city with drinking water, but will also act as a recharge zone for the local aquifer, reducing the overexploitation of water wells used in agriculture”explained Luis Murguía, head of the Tambo and Ccaracocha Special Project.

Although it is true, the budget assigned to the Tambo and Ccaracocha Special Project increases each year, budget transfers tend to vary. This represents a challenge, since the allocation of resources is made first to the regional government and then to the executing units, “which often leads to insufficient allocations to entities without experience in emergency situations,” said Murguía.

The Government of Ica highlights that, despite its efforts, the lack of reimbursement of budget resources allocated to disaster prevention and management by the national government continues to be a “concern, and hindering the ability to respond to the El Niño Phenomenon.”
