He Ministry of the Environment (Minam) pre-published the draft supreme decree that creates the Grau Tropical Sea National Reserve in Piura and Tumbes, with the objective of conserving the biodiversity bank in the areas of Isla Foca, Cabo Blanco-El Ñuro, Arrecifes de Punta Sal and Banco Máncora.
Minister Albina Ruiz said for RPP Noticias that the area represents a bank very rich in biodiversity, which is why the Government seeks to take care of “flagship marine species” such as whales, dolphins, sea turtles, whale sharks, manta rays and , above all, the underwater landscape.
However, the head of Minam said that they will respect “pre-existing rights.” In this sense, she stressed that the formulation of the master plan will begin that will indicate the activities to be developed and the fishing quotas.
“We cannot talk about fishing, we have to talk about sustainable fishing and this is an issue that we have also discussed with the National Fisheries Society (SNP), with the National Society of Industries (SNI), with the fishing chapter, just yesterday “she met with Alfonso Miranda. We have had meetings with artisanal fishermen, with governors and mayors,” he told the station.
This statement has not gone down well with environmentalists. After reviewing the pre-project, published last Friday, the organization Oceana Perú expressed its concern about possible industrial fishing in the Banco de Máncora area, one of the four polygons that will form the natural reserve.
“This decision goes against the minimum international standards for protected natural areas and, above all, it goes against Peruvian law, since the Regulation of the Law on Protected Natural Areas prohibits industrial fishing in protected areas,” he said.
It is not the first time that an attempt has been made to create the Mar Tropical de Grau National Reserve. The National Hydrocarbons Society, Perúpetro and the Ministry of Energy and Mines (Minem) have rejected the proposal for also overlapping the oil lots.
These are the oil lots Z-1 (Pacific Off Shore Perú), Z-64 (Tullow Perú), Z-6 (Savia Perú), Z-2B A (Savia Perú) and Z-38 (Kei Perú PTY-Karoom ). The latter is found entirely in the Bank of Máncora.
