Petróleos del Perú SA – Petroperú reported that the New Talara Refinery (NRT)which suffered a fire in the Fluidized Catalytic Cracking Unit (FCC) on September 22, had all the safety permits required by the Peruvian authorities at the time of the incident.
Through a statement, the oil company stated that it had processed more than 600 files before different entities such as the Supervisory Body for Investment in Energy and Mining (Osinergmin); the National Environmental Certification Service for Sustainable Investments (Senace); the Ministry of Energy and Mines (MINEM); the National Water Authority (ANA), and the General Directorate of Captaincies and Coast Guard (DICAPI), among others.
“For the start-up of each of the refinery units, all the plant’s safety systems were tested and validated by licensors and international experts (under standards that are even higher than those required in our country),” said the company. state.
Likewise, it indicated that all emergency response systems (sprinklers, monitors, autonomous emergency stop system, foam system, fire trucks, etc.) were tested and validated in capacity and operability in the highest risk scenarios identified, in field tests carried out with Osinergmin specialists before the operation of each unit, “thereby guaranteeing the safe operation of the refinery.”
With respect to NRT Risk Study and Emergency Response Plan, which was pointed out by some media outlets as the trigger for the emergency, Petroperú reported having completed its preparation on time, by international specialists.
“Petroperú has complied with presenting them in a timely manner. The emergency registered last Friday was immediately controlled by the company’s personnel who have been trained and qualified for it,” the statement continues.
It is necessary to indicate that this documentation was presented several months ago and is found in Osinergmin’s response document. The gradual start-up of the NRT was completed, in parallel, successfully, and the application of these attached security protocols guaranteed its commercial operation. At the beginning of the year, Minem had exonerated the oil company for 18 months to present the document.
Likewise, the oil company stated that the automatic security systems and emergency plans worked and protected the integrity of the FCC unit and its auxiliary equipment, with no personal or material damage reported.
“In line with all of the above, Petroperú guarantees compliance with all permits and reiterates that the NRT operates with the highest safety standards for the normal supply of fuel to the country,” he signed.
