Through Bill No. 5912/2023-CR, presented by Margot Palacios (Free Peru), you want reform article 60 of the Political Constitution to allow business participation of the State in the market.

The purpose of this initiative – which awaits debate in the Constitution and Regulations Commission – is to “expand the scope of economic pluralism” so that “more companies, public or private, participate in free competition” and “equal conditions.”

Thus, “the economy becomes a monopoly of the private sector by preventing the productive, commercial and financial activity of the State under equal conditions.”

According to the PL, far from theory, there is no authentic free competition in the Peruvian market, since every day we see sectors controlled by private parties through monopolies and oligopolies. In this way, they set the prices that consumers pay.

For its part, in the beer sector, Backus & Johnston They have 99% of the sector with brands such as Pilsen Callao, Cristal, Cusqueña and Budweiser. Likewise, Grupo El Comercio manages 80% of the written press market and family groups with high influence on radio and television.
