The Ministry of Energy and Mines (Minem) approved the transfer of the authorization to develop the electricity generation activity in the Talara Refinery Thermal Power Plantwith an installed power of 102.34 MW, located in the district of Pariñas, province of Talara, department of Piura, and which is carried out by Petróleos del Perú (Petroperú).
Through Ministerial Resolution No. 358-2023-MINEM/DM, published today in the legal regulations bulletin of El Peruano, it is established that the holder of the authorization is GM OPERATIONS SACwhich assumes all the rights and obligations that correspond to it in accordance with the provisions of Decree Law No. 25844, Electrical Concessions Law, its Regulations, approved by Supreme Decree No. 009-93-EM, and other legal regulations and techniques that are applicable.
In the considering part, it is specified that through Ministerial Resolution No. 081-2021-MINEM/DM, on April 13, 2021, the Minem granted authorization to Petroperú to develop the electricity generation activity at the Central Talara Thermal Refinery, with an installed capacity of 102.34 MW, and that the state company subsequently submitted a request to transfer the ownership of the Authorization to develop the activity of generating electrical energy in favor of the company GM OPERACIONES SAC, presenting as support the Agreement on the transfer and assignment of rights regarding the generation authorization of the Talara Refinery Electricity Cogeneration Plant, signed on March 30, 2023.
Based on this, the General Directorate of Electricity and the General Legal Advisory Office have verified that the requested transfer is duly supported and its approval is legally viable.
The norm bears the signature of the Minister of Energy and Mines, Oscar Vera Gaugurevich.
