They approve regulations to promote social housing: what does it consist of?

Through the Supreme Decree No. 006-2023 – Housingthe Ministry of Housing, Construction and Sanitation (MVCS) made official the Social Interest Housing Regulations with the objective of providing a decent roof to families of scarce economic resources to reduce the housing gap in Peru and, therefore, make one of the basic rights effective.

This regulation, published in the official newspaper El Peruanopoints out that the State at its three levels of government seeks to promote private investment, as well as community participation and organization for housing development with correct urban planning of cities.

This standard details that people can access a VIS through different modalities such as: home acquisition (AV), home construction, home improvement, homes for rent (VA), constitution of real surface rights or others promoted by the MVCS and Public Land Operator, which are executed by the private sector.

It is also important to indicate that, with the regulation, the registry of construction projects is created. Social interest housing with the purpose of having greater control in the traceability and information related to each work developed.

Families that access a VIS in the AV and VA modalities must maintain their condition for a period of five years and, in case of non-compliance, the beneficiary You must return the amount of the subsidy plus legal interest or payment of a penalty.

The legal device also highlights that the VIS are developed in the zoning established by the provincial municipalities such as Medium Density Urban Zone, High Density Urban Zone and Very High Density Urban Zone.

Likewise, municipalities that opt ​​for the urban benefit of maximum building height to promote VIS will receive a payment from the real estate company that will generate equivalent to 2.5% of the value of the work caused by the increase in height, which will be allocated to provincial and district municipalities for the preparation of urban development plans, public infrastructure for projects in sanitation, urban construction and maintenance, green areas, urban equipment, among others.

The municipalities, in matters of organization of physical space and land use, within the scope of their functions, must define within a period of 12 months the areas for the development of the VIS.
