The Private Investment Promotion Agency (Proinversión) announced that the New Port Terminal of San Juan de Marcona (Ica) and the Port of Chimbote (Ancash) They will be awarded, through the Public-Private Partnership (PPP) modality, in the next 12 months.

During his presentation at the VIII Latin America Ports Forum, organized by Industry Exchange LLC. In Panama City, the director of port projects at Proinversión, Ernesto Guevara, said that the investment included in both terminals exceeds US$600 million.

In the case of the New San Juan de Marcona Port Terminal Self-Sustainable Private Initiative, of approximately US$400 million, it will be declared of interest in this Third Quarter of 2023.

“This initiative already has a Concession Contract project approved by the Special Proinversion Committee, which means that the formal approval process of the Contract has already begun, in which the Ministry of Transportation and Communications, the Port Authority also participate. National, Ositran and the Ministry of Economy and Finance (MEF)”, Guevara said.

“Once the Concession Contract project is approved, the Declaration of Interest will be approved and published (scheduled for the Third Quarter of 2023),” he added.

According to the official, if in the next 90 days after the declaration of interest no third party presents its expression of interest, it will be awarded directly to the project proponent. The priority at the moment goes to the proponent Jin Zhao.

The New San Juan de Marcona Port will specialize in providing boarding and unloading services, especially loading of iron concentrates and other minerals and mining supplies, serving up to 18 million MT of cargo from the main mining projects in the area. southern Peru. Likewise, it will serve liquid bulk cargo, general cargo, including containerized cargo.

For its part, the Puerto de Chimbote Self-Sustainable Private Initiative is in the evaluation process as a PPP. Guevara explained that an evaluation of the requirements required by current regulations was carried out as part of the minimum content of private initiatives, thus passing the admission phase for this initiative.

Subsequently, the MTC’s relevance opinion was requested to define whether the project proposed by the private sector is of interest to be executed as a PPP, in accordance with the entity’s policies and plans.

“With the favorable opinion of the MTC, which includes the technical opinion of the National Port Authority (APN), the evaluation process began, thus formally beginning the Formulation phase of the project as a PPP,” Guevara explained.

As part of the aforementioned phase, to date, the company has been selected through a competition Royal Haskoningas well as an international consultant expert in port development, who will provide advice in the Structuring phase of the project as a PPP.

If the IPA evaluation process has a favorable result, the project associated with the IPA will be declared of interest in the Second Quarter of 2024. If no interested third parties present themselves, it could be awarded in the Third Quarter of 2024.

It is worth mentioning that the IPA Puerto de Chimbote involves an investment of close to US$180 million, which will allow the terminal to be modernized to mobilize export products such as fishmeal, minerals and agro-industrial products.

Proinversión: Port of Lambayeque we will see

On the other hand, the representative of Proinversión commented that the Peruvian agency is providing specialized support to the Regional Government of Lambayeque with the objective of identifying investors who show a genuine interest in contributing to the modernization of the Lambayeque Port Terminal (northern Peru). .

The goal is to promote said development through the PPP modality, a strategy that has proven to be effective in infrastructure projects of similar magnitude and complexity.
