Public budget for 2024 includes salary improvements for 580,000 state workers

As established in the Centralized Collective Agreement 2023-2024, signed between representatives of the Executive Branch and leaders of the five state union confederations, the public budget for fiscal year 2024 incorporates salary improvements for 582,000 state workers.

Thus, the public budget project presented by the Executive Branch includes S/270 million so that collective bargaining can be implemented at the centralized level.

In this way, it is established that the workers of the 728, CAS, Civil Service, INPE and diplomatic regimes receive a monthly increase of S/50 as of January 1, 2024. In addition, another increase of S/50 is authorized for December of next year.

“The monthly increase in the income of the servers of the regimes of Legislative Decrees No. 728, No. 1057 and Laws No. 30057, No. 29709 and No. 28091, is carried out twice, in the months of January and December 2024. The approved increase enters into force on 1 January and December 31, 2024, respectively”, details the 2024 public budget proposal.

Jose Sandovalspokesperson for the Front of State Workers of Peru (FTEP), pointed out that, although the increase agreed in the collective bargaining is being fulfilled, in practice, the salary increase for 2024 it will only be S/50 because the other S/50 will only be in force on the last day of next year, therefore, this last benefit will only be effective in 2025.

It is worth mentioning that there will also be an increase in the Single Consolidated Amount (MUC) of the servers of the 276 regime who belong to the official occupational group and who do not hold managerial or trustworthy, professional, technical and auxiliary positions.

The increase will have the same characteristics as the other labor regimes: S/50 will be raised on January 1 and another S/50 on December 31, 2024.

Christmas bonus is maintained

The Government’s budget proposal also specifies that the Christmas and National Holiday bonuses received by public workers, which are included in the payrolls corresponding to July and December, respectively, will amount to S/300.

For Sandoval, the amount remains the same since the 1990s, despite the fact that the cost of living is higher. In this line, the leader questioned the budget sent because he is not contemplating an improvement in the labor benefits of public workers.

Regarding the bonus for schooling, which is included in the payroll corresponding to January, the amount it will be S/400.

In the case of contracted teachers and educational assistants hired within the framework of the Teacher Reform, the payment of the S/400 school bonus will be included in the payroll for the month of June.

Also included is S/1,851 million for the payment of time-of-service (CTS) compensation for teachers and assistants appointed and hired, as well as S/296 million for the 2022 and 2023 magisterial scale promotion contest. In addition, S/159 million will be allocated for the continuity of the teaching positions created within the framework of the 2022 and 2023 rationalization process, according to the document.

S/600 bonus is still pending

From the Front of State Workers of Peru they specified that the delivery of the S/600 bonus to public workers, a benefit agreed in the collective agreement.

According to the Minister of Economy and Finance, Alex Contreras, said bond was going to be included in the supplementary credit bill that will be sent to the Legislature; however, to date, the initiative has not yet been submitted. The state ask for speed with this promise.
