Osiptel confirms a fine of more than S/1.1 million to Bitel for not blocking the IMEI of stolen phones

The Supervisory Agency for Private Investment in Telecommunications (Osiptel) confirmed this Monday, September 4, the sanction for more than S/1.1 million to VIETTEL PERÚ SAC, owner of the mobile line bitelwhich was imposed in the first instance in March of this year.

According to the Resolution of the Board of Directors No. 00249-2023-CD/Osiptel, published today in the official newspaper El Peruano, the regulatory body rejected the appeal filed by the mobile operator and ratified the fine of 240 UIT (equivalent to S/ 594,000).

This sanction was imposed due to the failure to immediately block the IMEI of 9,418 mobile lines, which allowed them to connect to mobile services or not be included in the EIR2, despite having reported theft or loss by the users. This action contravenes what is established in article 126 of the Single Ordered Text (TUO) of the Conditions of Use.

In addition, the fine of 240 UIT (equivalent to S/594,000) was confirmed for not blocking a total of 62,841 IMEIs, by allowing them to be linked to mobile services and carry traffic or were not entered into their EIR, despite the fact that they were registered. in the Stolen, Lost and Recovered Mobile Terminal Equipment Database due to reports of theft or loss issued by other operating companies and by authorities in other countries. This breach is in contradiction with what is established in article 133 of the Single Ordered Text (TUO) of the Conditions of Use.

This resolution exhausts the administrative route, not proceeding any appeal in this procedure.
