Alert about agricultural crops in restricted areas near the North Peruvian Pipeline

The Cgeneral comptroller notified Petroperú about the existence of cagricultural crops and a sports slab in areas adjacent to the Norperuano Pipeline – Section II. The entity indicates that this would represent a risk, because fractures or cuts could occur in the pipes that could trigger an oil spill, causing environmental contingencies.

According to Supreme Decree No. 081-2007-EM, citizens cannot transit without authorization within 12.5 meters of distance from each side of the pipelines that transport liquid hydrocarbons, as it is considered a restricted zone. In addition, they are also not allowed to make alterations to the terrain.

However, as a result of the supervision of control teams, in Section II that crosses the departments of Loreto, Amazonas and Cajamarca, rice and corn crops have been detected in different kilometers, on the pipelines and near them, as well as There is also a sports field where the residents carry out recreational activities (km 609+548, province of Jaén and department of Cajamarca).

The Comptroller specified that using these areas as crops or for other recreational activities represent a risk to the overall safety of the pipeline because, when plowing the land to sow, digging and placing the fences that serve to delimit the land, it can cause injuries, fractures or cuts in the pipes. This could result in doil spills that would threaten the flora, fauna and the quality of the soil in the surrounding areas.

Actions taken by Petroperú

It should be noted that, in July, Petroperú reported that actions are being coordinated with the competent authorities to release the occupied areas. Also that they have committed the intervention of the regulatory body Osinergmin and the Ministry of Energy and Mines to urge local and regional governments to comply with DL No. 22180, “Law that Declares the Areas Adjacent to the Pipelines of the North Peruvian Pipeline a Reserve Zone” .

The Norperuano and Northern Branch Pipeline comprises 1,108 kilometers of pipes, 3 pumping stations, 4 re-pumping stations and 1 terminal in Bayóvar Bay with the capacity to store more than 1,680,000 barrels of crude oil.
