Eleven companies continue in the race for the Campo Amistad tender

Currently, 11 companies, out of 14 originally interested, are still in the running to win the contract to increase gas production at Campo Amistad, from 21 million cubic feet to 73 million cubic feet, with an investment of $173 million. These companies have less than a month to refine their technical and economic proposals, as part of the bidding process, which is progressing according to plan, but with certain doubts on the part of the participants.

Currently, the tender, which was launched on August 9, is in the phase of solving the questions raised by some of the participating companies. This phase is carried out between August 29 and September 4, 2023. In the meantime, on September 29, companies are expected to present, among other things, an assessment of the compliance of experience, legal documentation.

While the second envelope, which will be received on October 11, corresponds to the rate (economic offer), but only companies that have completed the previous step and the technical visit to the offshore platform participate. This is because one of the conditions for presenting envelope 2 is the possession of a visit certificate.

The companies applying for the tender are national and international (Argentina, Colombia, Spain, China, USA).

Among them, for example, Sycar is a gas import company that is even interested in leasing the Campo Amistad plant to supply gas to Termogás Machala, in line with its request to Petroecuador last March. But this issue is controversial because there are doubts whether this process of interconnecting liquefied natural gas to a platform that receives natural gas is technically feasible.

The company Sertecpet currently has Jaime Garzon as its representative, who until a few months ago was the project manager for Petroecuador.

Among the questions that companies have about the tender are, for example, precisely some related to the possible use of the Campo Amistad facilities. Well, it is thought that it could affect the interests of the investor companies, by placing a third party in the facilities. They are also interested in accessing the details of the gas requirements of Termogás Machala, as well as the inter-institutional technical procedure of the Gas Natural Sector Eléctrico, developed by Cenace, Celec EP, Termogás Machala, EP Petroecuador and Gas Vesubio Export SA

The award is expected on October 24, and the signing of the contract on November 8.

The tender will be held under the figure of Specific Integrated Services with contractor financing, which includes drilling activities and completion of wells and construction and expansion of necessary facilities, within block 6.

The winner must drill 4 development and 3 overhaul wells. However, the exploration framework has been left open, so that after the upcoming relocation of the Santa Clara Reserve, three more wells can be explored in that second sector, which is currently not on offer.
