Early retirement of the AFPs is “disproportionate”, according to Minister Alex Contreras

The head of the Ministry of Economy and Finance (MEF), Alex Contreras, considers that having 4 or 5 UITs of the individual funds of the AFPs, as proposed by the Congress of the Republic, is “disproportionate”. He stresses that no country in the world authorizes a similar measure, since that means leaving hundreds of people without a pension in the most vulnerable stage of their lives.

“People from 65 to 70 years it is difficult for them to access to the labor market and these people are being left without a pension. Of every S/1,000 that you withdraw today, in practice it is S/18,000 when you retire. So, 4 or 5 UITs seem to me (amounts) absolutely disproportionate for the current situation, ”he explained yesterday to the press.

From 2020 to 2022, six voluntary withdrawals of up to 4 UITs were authorized; two promoted by the Executive at the height of the pandemic and four through regulations approved by the Legislature.

Of the total universe of affiliates to the private system, which reaches 8 million affiliates, a little more than 3 million took advantage of the benefit. It should be noted that 1,835,000 people decided to withdraw their money three times, for a total amount of S/41,805 million, which represents 40% of the total withdrawn, according to the bill 5761.

However, for the Minister of Economy, these funds should never have been touched. In addition, he reiterated that the measure is “populist” and that it would have a negative impact in any attempt to reform the Peruvian pension system, an issue that has remained pending and is expected to be discussed in this new legislature.

As recalled at the end of June, the MEF published the draft reform and specified a deadline to receive comments and observations from civil society. Said term was extended until August 23, and now the entity is preparing the final document that will be presented to the Minister council. Once approved in that instance, he will be sent to Congress.

The Chairman of the Finance Committee, Cesar Revillatold this outlet that he hopes that the MEF complies with sending the document on September 15 and hopes that there will be no attempt to “extend time.”

He added that since the management of rosangella barbaran The proposal was awaited, since there was criticism from the MEF that the reform project of said working group “lacked more analysis.”

We need to improve the pension system because we cannot let Peruvians remain unprotected in the future. This is a matter of responsibility, thinking in the moment and in the long term. What we do today, how will it have an impact in 20 years ”, he explained.

It should be noted that the Work Commission It also has its own opinion on the subject.

figures

S/87,937 million were withdrawn from the AFP funds as of December 2022.

50% of affiliates made withdrawals from their individual capitalization accounts.
