He Ministry of Production promulgated yesterday, in the extraordinary edition of El Peruano, the Supreme Decree no. ° 007-2023-Produce, by which it modifies the regulation of Legislative Decree no. ° 1414. This, with the purpose that government entities have the obligation to allocate no less than 40% to manufacturing MYPEs that manufacture goods or provide services in the national territory. This measure seeks to comply with the agreements signed in the minutes signed on July 3 with different MYPE unions.
The Minister of Production, Raúl Pérez Reyes, stressed that the necessary changes have been accelerated within the Executive for the approval of this regulation. With the implementation of this measure, it is intended to provide MYPEs with a greater opportunity to place their products on the market.
As established in the decree, the entities of the national and regional governments will have until September 30 of each year to identify and formally communicate to the Ministry of Production (Produce) their demand for Specialized Manufactured Goods belonging to the textile-apparel, furniture-wood-plastic, leather-footwear and metalworking sectors. The objective is to channel no less than 40% of its public purchases of these goods to MYPEs.
It is important to note that this process will be carried out only when the estimated budget for each requirement of specialized manufactured goods is greater than 97 Tax Units (UIT), which is equivalent to S/480,150.
Progress of commitments with MYPEs
Minister Pérez Reyes indicated that, as part of the commitments assumed with the MYPE unions and established in the minutes signed last Monday, July 3, the request for goods from the Peruvian National Police (PNP) was met, highlighting the efforts made to send the Technical Files to Foncodes, in order to begin the preparation of the bases for the calls to input suppliers and, once this stage is finished, proceed with the call for production processes, with which it is expected to benefit more than 1,000 manufacturing MYPEs.
In addition, Produce indicated that it has already complied with the delivery of Technical Files for goods in the textile-apparel sector, which include more than 417,000 goods, such as office and health uniforms for police officers.
In addition, progress has been made in the preparation of technical data sheets for leather goods and footwear, such as boots, synthetic footwear and straps, the Technical File of which has also been sent to Foncodes. The estimated value of these assets exceeds S/19 million.
The Ministry of Production is working on the submission of new files, including Technical File 4, which will be sent to Foncodes shortly.
Likewise, coordination is being carried out with the Ministry of Defense to meet the demand for goods for an additional S/215 million. In total, MYPErú Purchases are expected to benefit MYPEs throughout the country with S/391 million.
