Niño Global: they allocate more than S/320 million to prepare emergency areas and deal with floods

He Executive power issued this Thursday, July 20, an emergency decree to face the imminent danger due to intense rainfall (2023-2024) and the probable occurrence of the El Niño Phenomenon.

This is Emergency Decree No. 028-2023, with which the Ministry of Housing, Construction and Sanitation (MVCS) and the Technical Body of the Administration of Sanitation Services (Otass) have been empowered to execute emergency measures to address the risks arising from the adverse weather conditions forecast for the 2023-2024 period.

The MVCS, through its national Urban Sanitation, Rural Sanitation and Our Cities programs, as well as the Otass, will carry out actions in the areas declared in a state of emergency. To finance these interventions, a transfer of items in the public sector budget has been authorized for an amount greater than S/210 million.

These measures will allow the hiring of personnel, the provision of repair services and the acquisition of machinery, vehicles and equipment necessary to deal with the situation. In addition, a corresponding insurance service will be included for emergency activities carried out in the affected areas.

In the same sense, the Otass will receive a transfer for more than S/111 million, which will be used for the acquisition of machinery, vehicles and equipment, as well as to cover the necessary operating and maintenance expenses in the affected areas.

It is important to note that these transfers will be made using resources from the Contingency Reserve of the Ministry of Economy and Finance (MEF). In this way, it seeks to ensure the necessary funds for the implementation of emergency actions without deteriorating other items of the budget.

The primary objective of these measures is to mitigate the imminent impact on the population and their livelihoods from the expected rainfall and the potential occurrence of the El Niño Phenomenon. The actions will be carried out within the framework of the National Disaster Risk Management System (Sinagerd), focusing on safeguarding and effectively protecting human life, the safety of families and infrastructure, both public and private.
