The platform OO oil company Block Z-2B, operated by the company Savia Perú, collapsed this Monday, July 17, off the coast of Peña Negra, in the district of El Alto, province of Talara and department of Piura.
The Supervisory Agency for Investment in Energy and Mining (Osinergmin) reported hours later that the demolition of the OO marine platform was part of a “controlled procedure” carried out by the company, whose parent company is the De Jong Capital fund.
“Osinergmin has verified that there was no hydrocarbon spillage during the demolition process,” the agency specified regarding the facility that had been inoperative since 2022.
However, the version of the Agency for Environmental Assessment and Control (OEFA), an agency attached to the Ministry of the Environment (Minam), is different.
According to OEFA, the platform “collapsed” without any direct intervention. It is not the first time that one of the oil platforms managed by Savia has sunk, in April 2022 the same thing happened with the VV platform.
“On April 12, 2022, through Directorial Resolution No. 079-2022-MINEM/DGAAH, the Ministry of Energy and Mines (Minem) approved the Abandonment Plan for the VV platform, since the OO Platform is not included in said plan,” it said in a statement.
Talara: Savia’s OO platform collapses
In this sense, he explained that the platform is supported by a four-legged metallic castle that, for the most part, is submerged under water. At the time, it was used to carry out drilling and production operations for oil and gas wells in the continental base.
In June 2022, Savia, with the approval of Minem, proceeded to seal and cement all the wells on the platform, and carried out work to reinforce the castle, “since that moment the platform was inoperative.”
“Although Savia has carried out a technical abandonment of the OO platform, an action that is authorized by Perupetro and supervised by Osinergmin; in view of the emergency that occurred, OEFA has initiated a special supervision to verify compliance with its environmental obligations,” the environmental agency said.
The supervision action will allow OEFA to determine the cause of the environmental emergency, the responsibility for the facts and the environmental impact generated. In addition, the implementation of the first response actions and the activation of the Contingency Plan by Savia Perú SA will be verified.
Savia responds for OO platform crash
For its part, the company assured that it is “programmed uninstallation work” that is carried out for “security reasons and to prevent possible impacts on the environment.”
sap peru he tried to “repair the platform several times.” However, given the current oceanographic conditions and the age of the platform, it is difficult to carry out repair and maintenance work, which is why the protection of the life and health of the people who would carry out the work has been prioritized, as well as the prevention of any environmental impact.
“It is important to inform that, in order to protect the environment, the company had already proceeded with the abandonment and sealing of the hydrocarbon wells as authorized by Perupetro, had withdrawn the production facilities and had moved the production lines,” he said in a statement.
Savia claims to have informed the competent authorities and the main interest groups in the area about the uninstallation work being carried out on the OO platform. Neighbors and fishermen in the area maintain the opposite.
