More than 4,000 recyclers from all over the country will benefit from the delivery of an economic subsidy of S/900, as established by the Emergency Decree 026-2023, which was published by the Executive Branch this Thursday, July 14, in the newspaper El Peruano. This norm seeks to guarantee that they carry out their work with the appropriate equipment and supplies. What is this bonus for recyclers?
Within the framework of the extraordinary measures to finance the “Seed Capital – Safe Recycle” strategy, the Ministry of Economy and Finance (MEF) authorized an economic transfer of S/4.4 million for the ministries of Development and Social Inclusion, and of the Environment, with the purpose of financing the delivery of economic aid to recyclers.
For this, DU 026-2023 establishes that the Ministry of the Environment (Minam) will approve through a ministerial resolution the strategy for the delivery of this bond, as well as the operational, management and accompaniment provisions.
In previous statements to the press, the Prime Minister, Alberto Otárola, had indicated that the measure seeks for recyclers to improve their infrastructure, the material they work with, as well as the collection of solid waste with modern devices.

Bonus for recyclers: what are the requirements?
The list of beneficiaries is approved based on the single list of formal recyclers, which compiles the information sent by local governments to Minam within the framework of the 2022 municipal management improvement incentive program, as well as the information provided for in the national registry of recyclers until May 31, 2023.
Said information must be collated based on the criteria established by the Minam within the framework of the approved strategy, referred to in article 2 of the aforementioned emergency decree, which considers the presentation of the following information:
- Payment request sheet
- recycler data sheet
- Affidavit of use of seed capital.
When the Final Register of Recyclers is approved within a period not exceeding two business days, the Ministry must send the Midis, through the National Solidarity Assistance Program Pensión 65, the database with the respective nominal information.
Bonus for recyclers: until when is it charged?
The collection of this economic bonus can be made until November 30, 2023, as indicated in article 2 of Emergency Decree 026-2023. It is worth mentioning that the delivery of this amount will be made through the Banco de la Nación, as well as the other companies of the financial system in the country.
Bonus for recyclers: who will be excluded?
According to Emergency Decree 026-2023, recyclers who have already received other subsidies delivered by the State in 2023 will not be able to benefit from the S/900.
