Perupetro awards blocks V and VII of Talara

Perupetro awarded the favor of the hydrocarbon exploitation contracts in blocks V and VII of talara at companies Petrolera Monterrico SA.

(Petromont) and Olympic Peru INC, respectively. Joint investments of US$145 million are estimated.

Petromont, the only bidder in the final stretch for the Lot V, offered to execute two workover wells, 21 development wells and one exploratory well. This would occur between the first and sixth year of the license contract. While Olympic –which widely outbid Sapet Development, the current operator of Lot VII– It will carry out 62 workover wells, 89 development wells and five exploratory wells, between the first and seventh years of the contract. Both will be in charge of the lots for 30 years.

Petroperu empty-handed

The slogan before arriving at this scenario of prolonged privatization in the northwest was the following: once the contracts were completed until 2028, the lots would return to the State through Petroperú.

From the Ministry of Energy and Mines (Minem) it was assured that the state company would occupy these lots at 100%; However, his speech gave a reverse: lots V and VII will continue with the private ones, the rest would go with Petroperú. However, it was later said that Petroperu it would go no longer as the owner of the operation, but as a partner in blocks VI, Z-2B and X, despite the fact that the reserves belong to the Peruvian State.

What does this imply? That, despite having the New Talara Refinery nearby, Petroperú will continue to buy the oil produced in the adjacent lots at international prices and not at production cost.

A few weeks ago, in dialogue with Semana Económica, Pedro Chira, president of Petroperú, confirmed that the first company in the Statedespite his critical financial situationyou can take on the lots because “no changes to be made from within” as they are “going business”.

The data

Impact. Blocks V and VII produce an average of 90 and 1,000 barrels of oil per day. Contracts will include a Development Fund for neighboring towns.
