Ministry of Production begins preparation of the first National Fisheries Policy

This Thursday, June 29, Fisherman’s Day is celebrated, an important date in which homage is paid to men and women, who —through their trade— allow access to a varied and nutritious diet through the consumption of fish.

In that context, the Minister of Production, Raúl Pérez Reyesannounced that his sector formalized the process of formulating the National Fisheries Policy. This historical regulation will place Peru as a more competitive and sustainable country in fishing worldwide by 2030, as well as it plans to contribute to the food security of the most vulnerable population in the country.

“The National Fisheries Policy has as its main objective improve the competitiveness of the fishing activity, which translates into an increase in exports of hydrobiological products with added value, new technologies to improve extraction and processing, as well as the creation and improvement of infrastructure such as Landings for Artisanal Fishing (DPA)”, indicated the minister.

He added that it will start with the diagnosis of the fishing sector and long-term strategies will be established for the various economic agents that participate in the value chain, such as artisanal fishermen, shipowners, processors, marketers and consumers who are in the maritime environment. .

How much did the fishing sector contribute to GDP in 2022?

In figures, during 2022, the fishing sector contributed S/4,566 million in added value, which meant a contribution of 0.8% National GDP. In addition to this, the fish exports they generated foreign currency to the country for the sum of US$4,090 million, which meant a contribution of 6.9% to the value of national exports.

Regarding the control and regulation regulations for foreign-flagged vessels, Pérez Reyes pointed out that his sector will not make the control provisions more flexible.

“Produce established that foreign-flagged fishing vessels that carry out straddling or cross-border activities on the high seas have satellite tracking equipment operational and transmit their satellite positioning to the control center. Loan support for artisanal fishermen

The minister mentioned that Produce will facilitate the formalization process for the benefit of more than 5,000 artisanal fishermen in the countrythrough Supreme Decree No. 003-2023-PRODUCE.

After seven years of efforts to obtain the definitive fishing permit, the delivery of the first definitive permits to the fishing vessels of the cooperatives of the district of La Islilla and La Tortuga in Piura, and San José in Lambayeque will begin.

Through the National Fisheries Development Fund (fondepes), S/5 million 867,265 has been disbursed through credits in favor of more than 2,100 artisanal fishermen directly and indirectly.

On the other hand, this year the artisanal fishing landings Huacho (Lima Region), Puerto Morín (La Libertad Region) and San Juan de Marcona (Ica Region), for an investment amount of S/118 million that will benefit more than 4,500 artisanal fishermen.

Finally, Pérez Reyes recalled that the Fisherman’s Bonus benefited 32,689 artisanal fishermen and more than S/16 million was disbursed, with the aim of contributing to the economic recovery of said productive sector.
