Óscar Vera Gargurevich, Minister of Energy and Minesmet on July 16 with the mayors of the province of Talara (Piura) in order to start a dialogue to deal with the environmental liabilities of hydrocarbons that affect that northern area.
In this sense, the headline confirmed that those that are within the category of “high” risk at the national level are being prioritized, which are more than 160 at the national level and that require a budget of approximately S/2,000 million.
Along these lines, Vera Gargurevich mentioned that the province of Talara, which according to the latest figures from Minem has 3,031 wells (PASH) (see graph), will have priority because “it is the area of influence of the oil fields in the northwest of the country and It has contributed a lot to Peru through the exploitation of hydrocarbons, generating canon and development for the benefit of the entire population”.
In this regard, Reedy Bancayan, mayor of the district of El Alto (Talara), where Block X is located, reported that the main request of the district leaders is to carry out the plans to abandon wells, especially those located in residential areas.
“In the case of Block X, the China National Petroleum Corporation (CNPC) has to invest S/24 million for the abandonment plan, which is already ready. The ANA (National Water Authority) has already given its favorable resolution, we are waiting for them to also pronounce themselves to start as soon as possible,” Bancayan told La República.
“The only thing we need is for the wells that are within the city to be abandoned so that our people have a house to live in, their property title and the services that we want to give them. That’s what we’ve been fighting for in the meeting,” he added.
He also indicated that the Minem technical team will travel weekly to Talara to a Perupetro office, where its authorities will be able to take them to the sites where the wells that are in imminent danger are located.
He also specified that for the La Brea-Negritos district the liabilities are being reviewed, but the location of these wells is still focused.
For its part, in Lobitos, the land must still be cleaned up with national assets and the situation of liabilities in the place must be reviewed.
The session also included the participation of the Vice Minister of Hydrocarbons, Jaime Luyo Kuong, and his technical team. As well as with the mayors of the aforementioned right-handers: El Alto (Reedy Bancayan), Lobitos (Ricardo Bancayan) and La Brea-Negritos (Ronald Revolledo).
It should be noted that those wells and abandoned facilities and areas with contaminated soils are considered environmental liabilities of the hydrocarbon subsector. Marine skirting boards are also included, produced by companies that have finished their activities.
