Fujimorismo excludes the Labor Commission from the pension reform

Despite the fact that there are two opinions in Congress on the reform of the pension system, both from the Economy Commission and the Labor Commission, various benches, led by Fujimorismo, are trying to have only one proposal debated: the one that would benefit the Pension Fund Administrators (AFP) and it would end the solidarity scheme of the ONP.

At 12:05 am on Friday, June 16, the Board of Spokespersons agreed that only the proposal of the group led by rosangella barbaran of Popular Force. The decision also had the endorsement of Acción Popular, Alianza para el Progreso, Bloque Magisterial de Concertación Nacional, Renovación Popular, Avanza País and Somos Perú.

The fact was noticed by Sigrid Bazán, head of the affected working group, who denounced that the “AFP and Fuerza Popular block pension reform of the Labor and Social Security Commission“. “They intend to approve a reform that strengthens the AFPs and destroys the public system. Let’s not allow an express reform tailored to the AFPs,” he exclaimed.

The National Central Union of Retirees and Pensioners of Peru (Cenajupe) warned that a proposal is being imposed in Parliament that seeks to eliminate the National Pension System (SNP) and “openly favors the AFPs for the benefit of the interests of the oligopolies and the financial oligarchy linked to them.”

Meanwhile, former congresswoman Marisa Glave described as “lobby” the exclusion of an opinion from the debate on the reform of the Peruvian pension system.

The proposals

The opinion that will be prioritized seeks to transform the ONP into a public AFP, that is, under the scheme of individual capitalization accounts, leaving aside the current distribution system. Besides, freelancers They would compulsorily contribute up to 10% when their declared monthly income exceeds 1 UIT. Those who declare less than this threshold of 1 UIT will give up to 6%.

Likewise, the contribution would only be made by the workers and the State (in some cases), while employers would not contribute to this new proposed pension system.

On the other hand, the text of the Labor Commission seeks to create the Universal Integrated Pension System (SIUP), which will cover the current SNP, Private Pension System and social programs.

The non-contributory pillar would guarantee a minimum pension; the contributory pillar, which links dependent, independent and non-formal workers; and the complementary pillar, focused on those who earn more than five minimum wages vital per month
