Osiptel imposed fines for almost S/2 million between 2020 and 2022 on operating companies in Ayacucho

The Supervisory Agency for Private Investment in Telecommunications (Osiptel) reported that, between the years 2020 and 2022, imposed fines of close to S/2 million on telecommunications operating companies in the Ayacucho region for breaching commitments to improve the quality of service coverage (CCS) and voice quality (CV).

The sanctions imposed declared firm in this period, equivalent to 457.8 tax units (UIT)were due to non-compliance with the commitments to improve the aforementioned quality standards in the towns of Vilcashuamán, Ayacucho, Carmen Alto, Las Nazarenas, Huanca Sancos, Coracora, San Juan Bautista and Lucanas.

According to Osiptel, of the total sanctions, Movistar added S/1 million 553,640 (equivalent to 360.9 UIT) for fines, thus becoming the most penalized in the last three years. For his part, Clear totaled 51 UIT in fines, that is, S/224,400. While, bitel accumulated 45.9 UIT in fines, which translates to S/197,370.

“The improvement commitments are a tool that the regulator uses so that the operating companies apply corrections, in terms of coverage and quality in the mobile telephony service, within a certain period and invest in improving infrastructure”, highlighted the director of Attention and OSIPTEL User Protection, Tatiana Piccini, in a press release.

He added that, to ensure the quality of mobile telephony services, the regulatory entity supervised during the second semester of 2022 nine populated centers of Ayacucho, evaluating the indicators of CCS, CV and delivery time of text messages. In this interval, four improvement commitments were requested from Movistar and Entel.

More than 800 claims were handled in the first quarter

It should be remembered that Osiptel provides the service of attention and guidance to telecommunications users nationwide through its different service channels (in-person, by telephone, in-person monitoring, and email-web). In the first quarter of 2023, 879 users from Ayacucho were served. Of this figure, the largest amount was related to mobile service (710), followed by packaged services (56), fixed internet (40), fixed telephony (9), pay television (7) and others (13).

Meanwhile, the most consulted topics were those referred to the National Registry of Mobile Terminal Equipment for Security (Renteseg), billing, claim procedure, service quality and service cancellation. By operating companies, most of the targeted users belonged to Movistar (58.6%). They were followed by Claro (18.3%), Entel (12.2%) and Bitel (10.9%).
