The Peruvian Government lowered the fence of electricity consumption for users who are beneficiaries of the FISE Vale, a subsidy for the purchase of liquefied petroleum gas (LPG) cylinders for domestic use.
Through supreme decree No. 012-2023-EM, which modifies article 6 of the Regulation of Law No. 29852, it is established that the beneficiary of the FISE Voucher must be a residential user of electricity with average monthly consumption calculated on the basis of the last 12 months, including the billing month, less than or equal to 70 Kwh. and whether or not they have a LPG kitchen. Before it was less than or equal to 42 kWh.
“Taking into account that FISE was created as a social compensation scheme and mechanisms for universal access to energy in order to cover the basic needs of the most vulnerable sector of the population, through the FISE Discount Voucher, it has been identified that the average consumption threshold does not allow covering the basic electricity consumption of a home that allows it to satisfy its minimum electrical energy needs, therefore, it must be increased to 70 Kwh per month,” the document states.
For the application of this criterion, the Electric Distributor calculates monthly the average consumption of electricity, based on the last 12 months including the month in which it is billed.
In the cases in which it is verified that the FISE User has registered 4 consecutive months of average electricity consumption, calculated in accordance with the provisions of the previous paragraph, greater than the thresholds defined in this criterion, the allocation will be temporarily suspended until re-register an average electricity consumption less than or equal to 70 Kwh.
“The Administrator can establish extraordinary and general situations in which the temporary suspension of the allocation of Social Compensation and/or Promotion for access to LPG will not be applied”, it continues.
In the cases in which it is verified that the FISE user has registered 12 consecutive months of average electricity consumption, the allocation of the subsidy will be definitively suspended.
