Peru Impulse: 17 of the 36 measures proposed by the MEF must be approved by Congress

The Ministry of Economy and Finance (MEF) presented this Thursday, September 8, its Plan to Promote Economic Growth, also cataloged as Impulse Peruwhich consists of 36 measures that are focused on three axes: improving conditions for private spending, accelerating public investment and recovering the confidence of economic agents.

However, about half of the measures proposed by the MEF must still be referred to the Congress of the Republic for approval. In total there are 17 bills that must be submitted to Parliament. However, within the reactivation package there is already an initiative that received the green light in the hemicycle, related to the promotion of the execution and completion of the project works Chavimochic and that strengthens the development of the water frontier.

According to the head of the MEF, Kurt Burneo, the bills that are mentioned in the Impulso Perú plan have already been prepared by his office, but they still have to be presented to the Council of Ministers for approval, which would occur next Wednesday, September 14. He indicated that they will prioritize initiatives related to the delivery of subsidies.

“In order to implement this Impulso Perú plan, we need to change part of the regulations and that implies, in some cases, bills, several of which are already ready, but they have to be passed by the Council of Vice Ministers and then by the Minister council and be sent to Congress. You are going to be asked to support us with the approval of these initiatives,” the official mentioned.

According to the reactivation plan proposed by the MEF, among the initiatives that the Executive will present to Parliament is the bill to speed up the release of properties and interference, as well as a rule that legally enables the Authority for Reconstruction with Changes (ARCC) so that it can carry out operation and maintenance activities.

In addition, a project will be presented to create the business promotion program, which will seek finance loans for working capital, acquisition of fixed assets and debt consolidation for micro and small businesses, including a good payer bonus that will allow the reduction of rates of between 3% and 5%. They will also encourage the creation of an initiative that promotes and drives greater credit for mype. The Mipyme Entrepreneur Fund must also have the approval of the Congress of the Republic.

The new incentives that the Executive seeks to grant will have to be reviewed by the Parliament. Thus, the subsidy projects for LPG for domestic use, the electricity tariff for the most vulnerable households, urban transport for concessioned and authorized routes, and the temporary employment program for the hiring of young workers will be presented.

Another project will be for the Fuel Price Stabilization Fund (FEPC) can continue to operate and the complementary feeding program for the vulnerable population is implemented.

Other projects to be presented by the Executive

  • Accelerated depreciation for buildings and other constructions
  • Accelerated depreciation for electric vehicles
  • Incentives for investment in research, technological development and technological innovation (R+D+i)
  • Boosting investment in mining and hydrocarbon exploration
  • Extension of the IGV exemption from Appendices I and II of the IGV TUO
  • Implementation of the law for the reactivation of at least 1,170 paralyzed works
  • Facilitation and promotion measures for prioritized and complementary projects.
