During the pandemic, the import of Chinese clothing skyrocketed, as products entered for less than US$3 per unit, according to the National Society of Industries (NIS). Mypes have had to survive in unfavorable conditions, since 9 out of 10 garments sold in the market are Asian.
Despite this, The governments of Francisco Sagasti, Pedro Castillo and Dina Boluarte have not applied the safeguards, alleging that the damage to the mypes was not demonstrated because Indecopi could not measure 50% of the companies that make up the national industry.
Juan Carlos Mathews, head of the Ministry of Foreign Trade and Tourism (Mincetur), said this Thursday, June 1, that if the safeguards they must be applied, but focusing on a certain garment, not generalizing it in the textile-apparel sector.

In March 2023, President Dina Boluarte requested a new evaluation to execute the safeguards. Mathews recalled that Indecopi will be in charge of authorizing them.
