The head of the Ministry of Production (Produce), Raúl Pérez-Reyes, confirmed to The Republic that his portfolio will call on artisanal fishermen to participate in the preparation of the regulations of Law 31749 that recognizes traditional ancestral fishing and traditional artisanal fishing and promotes its preservation within the five Peruvian maritime miles.
“I was just a few weeks ago in Ilo and there we indicated that this is a regulation that will be pre-published first, We are going to have dialogue tables with the different guilds and coves and groups of artisanal fishermen to listen to their opinions of course.this is going to be totally participatory”, assured Pérez-Reyes upon leaving the meeting “Mypes heading towards internationalization” that took place in the Gamarra emporium.
After the promulgation of the law that prioritizes artisanal fishing in the five miles, the seamen demanded to participate in its regulation, since they consider that their knowledge is necessary for this rule to become effective and not remain only on paper.
Juan Moina, president of the Federation of Artisanal Fishermen of Tacna, explained to this medium that the lack of opinion on the part of the fishermen means that regulations such as the General Fishing Law, for example, allow the medium-scale fleet to be considered artisanal, when it is not selective fishing.
“Many times they are lawyers, who are behind the desk, looking at the regulations, but they are unaware of the artisanal fisherman and in the end the regulations do not turn out as they really should be. Because it is not possible for a vessel of 32.6 (cubic meters of storage capacity) to be handmade, if they are already mechanized ”, he specified at the time.
It should be remembered that Produces He has until August 16 to publish the regulations for Law 31749, which has been long awaited by artisanal fishermen from the center, north, and south of the country.
