PNISC: urban projects will be exempted from authorization and building licenses

In accordance with Legislative Decree No. 1569, which establishes special measures for the promotion and implementation of prioritized projects in the National Plan for Sustainable Infrastructure for Competitiveness 2022–2025 (PNISC)urban qualifications and buildings that are part of the PNISC will not require a license.

“Se exonerates from the urban and/or building authorization licenses, regulated in article 7 of Law No. 29090, Law for the Regulation of Urban Authorizations and Buildings, to the projects of urban authorizations and buildings that are part of the prioritized projects in the PNISC ”, can be read in the norm.

This applies to civil engineering works, which include the construction of road infrastructure, public services, equipment and/or any other type of structure, which do not include buildings, are also within the exemption.

However, the works carried out that are linked to real estate belonging to the Cultural Heritage of the Nation from the period after the pre-Hispanic period, the provisions of the previous numeral will not be applicable, in accordance with the provisions of the Regulation of Archaeological Interventions (Supreme Decree no. .º 011-2022-MC).

As recalled, the Ministry of Economy and Finance (MEF) approved, in October last year, the National Plan for Sustainable Infrastructure for Competitiveness (PNISC) 2022-2025, which contemplates 72 projects to be prioritized with a total investment of S /146,622. These will be executed through the modalities of Public Works (37 projects), Public Private Associations (26 projects) and Projects in Assets (9 projects).
