Comptroller: Agro Rural does not meet deadlines to develop water infrastructure project in 14 regions

The Comptroller General of the Republic (CGR) warned that for the years 2022 and 2023 the Rural Agrarian Productive Development Program (rural agriculture) has not been ensuring compliance with the execution of the investment schedule of the project “Improvement of the water recharge service and use of rainwater in 14 departments”.

The control body warns that the entity attached to Midagri has only assigned S / 92 million 568,419,001 between the years 2022 and 2023 to the aforementioned initiative. This amount is more than S/68 million less than the S/160 million 284,678.33 investment projected for said period.

In this regard, the CGR mentions that this situation would limit the supply of water demand for the development of small agricultural producers in conditions of poverty and extreme poverty.

The Control Milestone Report No. 008-2023-OCI/5741-SCC indicates that Agro Rural programmed in its investment schedule for “Year 1” corresponding to the period 2022, a total of S/54 million 355,255, and for “Year 2” corresponding to the period 2023, a total of S/106 million 284,678. However, these amounts differ from the Modified Institutional Budget (PIM) for those periods, in which the allocation of S/24 million 568,419 for 2022 and S/68 million for 2023 (cut to last February 28) was verified.

In addition, the control commission verified that, despite the fact that in 2022 S/24 million 568,419 were assigned for the development of the project, the amount executed was S/24 million 160,130, according to what was stated in the friendly consultation of the Follow-up of the Budget Execution of the Ministry of Economy and Finance (MEF). Meanwhile, as of February 2023 (cut-off date) S/1 million 735,544 was executed.

It should be noted that the execution of the project investment that will benefit small producers will take place in 5 years, from 2022 to 2026, with a total estimated cost of S/346 million.

About the project

The investment project aims to directly benefit 97,870 small agricultural producers in the departments of Áncash, Apurímac, Arequipa, Ayacucho, Cajamarca, Cusco, Huánuco, Huancavelica, Junín, La Libertad, Lima, Moquegua, Pasco and Puno in a situation of poverty and extreme poverty.

Its objective is to increase the storage capacity, infiltration and use of rainwater, as well as to increase the capacities of producers to access new local, regional and/or national markets.
