The reprivatization of the Talara lots is launched

Perupetro yesterday launched the call for the start of the international bidding for lot V, currently operated by UNNA, and lot VII, in charge of the Chinese branch Sapet, whose contracts end on October 5 and 21 of this yearrespectively.

The winner of this contest will be the company that offers the highest investment commitments for the drilling of development and exploration wells, according to the bases published by the state agency, and which are available on its website. This bidding process will have the evaluation of the Institutional Control Body of Perupetro in the pursuit of transparency.

Continuation of what was imposed in the 90s

Aurelio Ochoa, former president of Perupetro, indicated that this situation is a continuation of the privatization that occurred in the 1990s, when the Alberto Fujimori regime handed over the lots that belonged to the state-owned Petroperú to external companies. At that time, the private companies promised to increase reserves and production, but the expert points out that they have not complied to date, and on the contrary, they have only dedicated themselves to consuming the oil reserves discovered by Petroperu.

“What they have not done in 30 years, I doubt that they will do it now,” he told La República. In addition, referring to lots V and VII, he warned that “it is almost nothing” that the future concessionaire is forced to drill at least one well exploration of 2,400 meters in a period of 10 years It is worth noting that blocks V and VII, having a joint production on average of 1,200 barrels per day, will be 100% managed by private companies.

The commitment of the Government vanished

Initially, President Dina Boluarte and the head of the Ministry of Energy and Mines (Minem), Óscar Vera, guaranteed that all the lots in the Talara basin would return to Petroperú once their current contracts were completed –the last one, expiring in 2028–. Then they backed down and specified that only blocks V and VII would be for private operators, but guaranteed that blocks VI and Z-2B would be for Petroperú.

However, a few days ago the Government backed down and has now limited the participation of the state company to being a minority partner in these two operations. Sources consulted by La República assure that Petroperú would enter with a base percentage of 40% to said lots whose contracts also expire this year.
