Talara: Dina Boluarte and the day she offered the reversal of lots for Petroperú

The proposal for the reversal of the Talara lots has drastically changed in the last few hours, after the state agency Perupetro announced that Petroperu It will only enter as an economic partner, but not necessarily as an operator, in the deposits that previously corresponded to it. This position totally differs from previous announcements by President Dina Boluarte regarding the country’s energy security policies.

During a visit to the city of Talara, as far as she went to verify the start-up of the New Talara Refinery (NRT), the president assured that at least three of the lots whose contracts are about to expire would revert to the State, although she did not give more details.

“Lots I, VI and Z-69 will be ours, from the Peruvian State. We hope to soon have the opportunity to have the NRT fully operational, which is a source of pride for Talara, Piura and all of Peru,” he said on February 2 in a public act.

The person who did anticipate the details for this operation was the Minister of Energy and Mines himself, Oscar Vera Gargurevich. In an interview days before with the newspaper La República, the minister assured that 100% of the lots in the northwest would be for the state oil company.

“With the knowledge of the President of the Republic, we think that 100% (of the lots) should be for Petroperú, it is our position of Government”

Vera explained that outgoing contracts “are handled with services that are provided to all companies,” so reallocating their production would be “a very simple matter.”

“You just resume the services and continue. It is likely that there are some lots that require some investment by the State, which are leaving them and a partner is required, but that will already be the management of Petroperú,” he said.

At the moment, the only way that would remain for the award of lots VI and Z-69 (as lot Z-2B will come to be called) is the bidding process with bases in which Petroperú has some salvageable participation. It can no longer be given by decree.

In the case of Block I, the president of Perupetro, Isabel Tafur, has already clarified that it would be extended under a temporary license in favor of Petroperú. However, there is still on the horizon the distant Block X, the largest in the basin with its 11,000 barrels per day (bpd), and to which all the recent boards of the oil company have pointed. Its reversal will take place in June 2024.
