Following the revelations of an alleged conflict of interest between the head of the Ministry of Production (Produces), Raúl Pérez-Reyes, and the president of the National Fisheries Society (SNP), Cayetana Aljovín, the state entity announced yesterday that it will not observe the autograph that prioritizes artisanal fishing in the five nautical miles.
In this way, Produce backs down in its attempt to observe the norm with respect to article 6, on extraction by incidental capture, since it had indicated that with said provision it would be “decriminalizing illegal fishing”, which is precisely one of the reasons why the SNP opposes the proposal.
About, Bruno Monteferridirector of Marine Governance of the SPDA, explained to this medium that the incorrect wording of the article does not allow its application, since the Penal Code cannot be modified by law.
At the beginning of the year, the opinion was approved so that the first 5 miles of the coast are for the exclusive use of artisanal fishing. Photo: diffusion
“I think it is a positive step that Produce has decided not to observe this point, since, although there is an error due to legislative practice, this article is legally inapplicable and does not create a risk. An observation would set back everything that has been advanced and would lead to its being discussed and approved in Congress again, ”he specified.
For his part, the president of the Federation of Artisanal Fishing of the Arequipa Region (Fepar), Juan Cervantes, stressed that this decision will allow the reordering of the fleet.
“We are afraid that the species will collapse, as happened with the sardine, because there has not been a fishing control policy and that is a big problem that exists. If today the president (Dina Boluarte) signs the autograph, it would be an important achievement and a claim to the artisanal and ancestral fishermen”, commented Cervantes.
Also a member of the collective Five Miles Already, which brings together more than 20 fishermen’s unions from all over the country, warned that the SNP will continue to move its “tentacles” to try to get the rule back to Congress. In addition, he called on the authorities so that fishermen can participate in the development of the regulation.
