They seek that the payment of remunerations be made through digital wallets

Congresswoman Silvia Monteza Facho, from the Acción Popular bench, proposes that digital wallets be enabled so that workers in the public or private sector can receive their salaries. The objective is to broaden the scope of this tool to promote financial inclusion.

It is detailed that the number of digital payments in Peru per capita was around 174 as of December 2022, more than 5 times the level of 2015; while in Brazil, Costa Rica and Argentina they reached 351, 235 and 186 payments per person in 2021. This is due to the simplicity of opening and using electronic wallets, “which represents a great opportunity to bank people” , says the document.

PL 4975 states that this standard would only apply to cases in which the digital wallet generates less costs for the user than the use of a savings account. In this way, employers, prior agreement with each worker, may make use of these applications in order to pay the corresponding remuneration, according to the contract or agreement.

The Presidency of the Council of Ministers (PCM) must regulate the standard within a period of no more than 90 calendar days, if approved.

“Opening savings accounts for the deposit of assets is a process that can be tedious, especially for informal workers. For this reason, it is necessary that assets can be paid through electronic wallets, since it is a tool rooted in the economy of millions of Peruvians,” the document states.

The legislative initiative was presented on Friday May 12 and must go through the evaluation of the commissions before reaching the Plenary of the Congress of the Republic for debate and voting.
