Alleged conflict of interest involves Produce and the National Fisheries Society

A complaint published by the weekly Hildebrandt en sus trece indicates that isaura delgadowife of the Minister of Production, Raul Perez-Reyesmaintains a close labor affiliation with the current president of the National Fisheries Society (SNP), Cayetana Aljovinin days when the sector awaits the promulgation of the law that protects the first 5 miles of industrial fishing.

All this, along with constant meetings with President Dina Boluarte (at least 2 since her government began) and with the current head of Produce (3 in total, out of 10 that he held this year at the ministry). The current minister Pérez-Reyes has publicly stated that the law prepared by Congress should still undergo some revisions before he stamps his signature.

Produce has opted for silence. Instead, the SNP has assured The Republic that Aljovín participates in the BASC board of directors, along with representatives of different unions and business organizations, since 2021, a year before the entry of Pérez-Reyes’ wife to the aforementioned institution.

In the case of Amcham, the fishing union said that its holder has held, since 2020, the position of vice president of the Arbitral Tribunal, a space, in his opinion, “completely unrelated to the administrative activities of said institution.”

“We want to make it clear that Mrs. Aljovín has never addressed the issues in question [las 5 millas para pesca artesanal] with Mrs. Delgado or with any other representative of BASC or Amcham, institutions unrelated to said problem,” said the union.

The opposite position of the SNP towards PL 2236 is well known., “Law that recognizes traditional, ancestral fishing and traditional artisanal fishing and promotes its preservation within the 5 Peruvian maritime miles”. The institution itself recognizes it.

This law seeks to prohibit large-scale fishing in the first 5 miles of the Mar de Grau. To do this, classify the fleet as artisanal, medium and industrial (large scale). In addition, fishing with mechanized seine nets will be prohibited between the shore and 3 miles.

The fishing unions see this as a threat to the capture of anchovy, not to mention that now the forgiveness of their fines may not exceed 40%. Last year, the Executive had proposed, by decree, discounts of up to 90% for offenders.

Other State ministers, such as the current head of Energy and Mines, Oscar Vera Gargurevich -who remained on leave from his position in Petroperú, despite assuming the portfolio-, have been ordered to question him in Congress for an alleged conflict of interest. Pérez-Reyes could follow the same course, following this logic.

The data

In the first half of April, the Plenary Session of Congress approved the rule that seeks to prioritize artisanal and ancestral fishing within the first five miles of the Peruvian coastline with the aim of preserving it. The autograph has not yet been promulgated by the Executive.
