With Punche Textil without a reactivating approach, according to the mypes

The Government of Dina Boluarte has once again created a program under the label of ‘With Punche’but this time, aimed at the textile industry.

In short, there are three axes to help mypes in their —eternal— reactivation: productive and commercial impulse; access to financing and financial relief; and competitive strengthening and specialization.

According to Raúl Pérez-Reyes, head of the Ministry of Production (Produce), the purchase ratio will be extended to textile mypes not only from Gamarra or San Juan de Lurigancho, but also all at the national level. In addition, digital direct purchase platforms will be implemented to diversify supply channels.

“We are going to strengthen ‘Compras a MyPerú’. An emergency decree was published in January for a significant supply of (police) uniforms for S/176 million. We are also working with the Ministry of Defense for a package that we will deliver in the next two weeks “, he pointed.

However, from Gamarra they warn that there is no new announcement, since the purchases for S/176 million were announced in January and, 4 months later, the nuclei have not yet started.

“It is worrying that the same thing will be announced. In addition, they only estimate to reach an average of 3,000 mypes with purchases in these sectors, and we are 100,000 in the industry. We demand a core for S/1,000 million to reach 20% or 30% of the mypes and thus finally help to reactivate”, assured Susana Saldaña, president of the Gamarra Peru Association.

In addition, the leader regretted that the guarantee of state purchases up to 40% to mypes has not yet been regulated, considering that “almost S / 39,000 million are spent on goods and services.” Minister Pérez-Reyes anticipates that it will become official “in the coming weeks.”

Credits at competitive levels

Alex Contreras, Minister of Economy and Finance, stressed that through ‘Con Punche Textil’ problems such as access to credit with the ‘Impulso a MyPerú’ auctions will be resolved, which at the close of this note, has already been assigned in a second tranche guarantees for S/400 million to mypes “with rates as if they were large companies.”

Saldaña considers it important that the MEF insist on opening the market to everyone, but he demanded clarity so that no one is left out.

In this sense, he denounced that some mypes textiles —which for the first time are approaching to see if they qualify for credit— have been rejected by financial institutions, which claimed that “they did not have that credit” or “they are not the customers to whom it is directed” despite the fact that they are the mypes that “have struggled to obtain a loan with a state guarantee of up to 98%”.

“They can’t do the same to us as with Reactiva 1 and 2, and all the FAEs. They mocked and only gave to whoever they wanted,” he said.

Safeguards far from debate

Minister Pérez-Reyes acknowledged that the Executive is still evaluating the regulations on safeguards for Asian garments, which, since the peak of the pandemic, have covered 9 out of 10 units sold, according to the SNI, and, therefore, it is expected “may they soon have an opinion.” It is worth remembering that at the end of March President Boluarte promised to start a new investigation to help mypes.
