Congress proposes declaring the construction of a national lithium plant of national interest

Congressman Alfredo Pariona Sinche, from the Perú Libre bench, proposes declaring the creation, construction and operation of the national lithium plant of public necessity and national interest, in such a way that the results of its exploitation, industrialization and derivatives satisfy the national demand, while its surpluses must be marketed internationally.

“Currently, in South America there is no lithium industrialization plant. The first one will only start operating in the second quarter of this year. The international and national demand for lithium has been growing steadily for the manufacture of batteries for automobiles and cell phones, medicines, glasses, synthetic rubber, ceramics, lubricants and other products”, is stated in the document.

PL 4775 also proposes to modify article 1 of Law 31283, a law that declares the exploration, exploitation and industrialization of lithium and its derivatives to be a public necessity, national interest and strategic resource, in which the text will read as follows: “Declare the exploration, exploitation and industrialization of lithium and its derivatives in the national territory of public necessity and national interest, with the purpose of guaranteeing its sustainable development. industrialization and commercialization, of lithium and its derivatives, constitute strategic resources for the development of the country”.

It is provided that the Ministry of Energy and Mines, Ministry of Economy and Finance and the Ministry of Production implement the necessary actions to comply with this law, if approved. The initiative was presented on April 21 and must go through the evaluation of the commissions of the Congress of the Republic before going to the Plenary for debate and voting.

It should be noted that, in Chili —a country with one of the largest reserves of this mineral in the world—, the National Lithium Strategy was announced on April 20, the main objective of which is to nationalize its production.
