MEF cuts deadlines to execute 14 PPP projects for US$7,574 million: SIT Gas among them

In order to promote and facilitate the development of infrastructure projects that will be executed under the Public Private Partnership (PPP) modality, the Executive Power published the Legislative Decree No. 1550 which introduces improvements in the processes of analysis and evaluation of the budgetary capacity of these projects, aiming to expedite their development and execution.

These improvements will make it possible to promote progress in the design of 14 investment projects for US$7,574 million, belonging to the Health, Sanitation, Transportation, Hydrocarbons, Tourism, and Education sectors.

Among the projects are the Hipólito Unanue Hospital (US$295 million), the New Central Military Hospital (US$136.9 million), the Wastewater Treatment Plant (PTAR) and the Paita y Talara Desalination Plant (US$179.4 million). and the SIT Gas – Southern Zone Integrated Transportation System (US$5,098 million), projects that are in the planning and programming phase.

Also, among others, are included the Third Group of Airports (US$794.9 million), WWTP Trujillo (US$368.2 million), Choquequirao Cable Car (US$224.2 million), Ilo Desalination Plant (US$129.3 million) , the Tarapoto WWTP (US$124.8 million), the Lambayeque Desalination Plant (US$57.8 million), and the Cañete WWTP (US$38.9 million), projects that are in the formulation stage.

Legislative Decree No. 1550 modifies Legislative Decree No. 1362 implementing improvements in the analysis and budget evaluation of PPPs, considering the level of information available in each phase of the projects. In this way, it will be possible to have more efficient processes that lead to the development of projects and the closing of infrastructure gaps and provide services to the citizen.

The modifications considered in the norm are concentrated in the early phases of the PPPs where there is preliminary information on the projects, for example, for budgetary aspects.

MEF: 14 prioritized PPP projects

In this sense, it incorporates the concept of “Declaration of Use of Public Resources” for the support and budget evaluation by public entities, in the planning and programming phases, and formulation.

Lastly, the norm indicates that, for the evaluation of the budgetary capacity, during the phases of: structuring and transaction and contractual execution, the Instrumental Capacity Sheet will be considered as an instrument, in accordance with the provisions of the regulations of the National System of Public budget.

In this phase, given that the entities are already committing their public resources, the MEF will evaluate the budgetary capacity of the public entity in charge of the project in the framework of the request for an opinion prior to the initial version of the contract, the final version of the contract, and the contractual modifications.

“This measure is added to the package of devices that we have been implementing with the objective of accelerating private investment in Peru. Public investment has been growing at a good pace, but if we want to grow at sustained rates, we need to turn on the engines of private investment again, this measure contributes to this end, “said Minister Alex Contreras.
