Minem will promote the development of green hydrogen in Peru

He Ministry of Energy and Mines (Minem) provided for the creation of a Temporary Multisectoral Working Group, in order to propose regulatory and promotional alternatives that promote and make viable the development of projects related to green hydrogen in the country.

According to ministerial resolution No. 165-2023-MINEM/DM, the team will be made up of the Vice Minister of Electricity -who chairs it-, and two representatives designated by the Ministerial Office.

It will also have the participation of other portfolios, with a representative from each ministry of Minam, Produce, MTC MEF Midagri and the Foreign Ministry, as well as a representative from Osinergmin.

The working group, led by Minem, will have the following functions:

  • Identify and/or evaluate public problems related to Green Hydrogen.
  • Present alternatives to solve public problems related to Green Hydrogen and evaluate the negative and positive impacts of said alternatives; as well as, propose the objectives to be achieved.
  • Determine the intervention of regulatory measures and their implementation and compliance mechanisms, related to Green Hydrogen.
  • Articulate with public entities and other actors, the programming of actions for the fulfillment of the purpose of the Multisectoral Working Group.

The Technical Secretariat of the Multisectoral Working Group is in charge of the General Directorate of Energy Efficiency of Minem, which is responsible for providing technical and administrative assistance during its validity, which will be 180 calendar days.

The Multisectoral Working Group, for the fulfillment of its functions, can request the collaboration, advice, support, opinion and technical contribution of representatives of the different public and/or private entities of the national and international scope.

It should be noted that the entities that make up the Multisectoral Working Group subject the fulfillment of their functions to their institutional budget, without demanding additional resources from the Public Treasury.

What is green hydrogen?

Green hydrogen is produced from water and renewable energy. Obtaining by electrolysis from renewable sources consists of the decomposition of water molecules (H2O) into oxygen (O2) and hydrogen (H2).

Green hydrogen is used in the refining of fossil fuels, in the production of ammonia, and in the steel industry. New applications are currently being developed, in which hydrogen is burned directly or generates electricity through devices called fuel cells with the combination of hydrogen and oxygen from the air.
