More than 658,000 families will benefit from a lower fee for the drinking water service

The National Superintendency of Sanitation Services (Sunass) reported that the rate study project, which would establish the management goals, formula and rate structure of Sedapal, for the regulatory five-year period 2021-2026, has already been presented in a virtual public hearing.

The tariff update project seeks to avoid affecting the economy of families with fewer economic resources, especially in the context of a pandemic due to the COVID-19. For this reason, the proposal does not contemplate rate increases for the first two regulatory years. In this sense, it proposes an increase of 6.8% only in the third regulatory year, which will be conditional on the fulfillment of Sedapal’s management goals.

The rate structure will maintain the targeted cross-subsidy mechanism, which allows lower-income users to have a rate lower than the actual cost of the service. In total, 29.7% of users (658,947 families) will benefit. That is to say, three out of ten domestic users will be beneficiaries of the targeted cross-subsidy.

To locate the most vulnerable families, Sunass uses the Stratified Plans of the INEI and, in addition, the Socioeconomic Classification (CSE) of the Household Targeting System (SISFOH) of the Ministry of Development and Social Inclusion.

Investments

The investment plan estimates a budget of 1,955 million soles to improve drinking water and sewerage services, as well as in the monitoring and management of groundwater use for the next 5 years.

Of this total, 1,713 million soles will be used to carry out projects for the expansion, rehabilitation and improvement of drinking water and sewerage networks; 100 million 900 thousand soles for Disaster Risk Management (DRM) and 80 million 300 thousand soles for groundwater monitoring and management.

Likewise, 60 million 500 thousand soles will be allocated for the care and conservation of water sources through the Remuneration Mechanisms for Ecosystem Services (Merese). Within this framework, projects will be carried out to recover ecosystem services for water regulation in 24 sectors of the Rímac, Chillón, Lurín and Mantaro basins.

The execution of the program investments It plans, for the first two years, the installation of 22,353 meters and the renewal of 448,460. Likewise, 47 km of drinking water networks and 63 km of sewage collectors will be renewed to avoid breakages, collapses and clogs due to the age of the networks.

Presentation of the project

The project that seeks to improve and give sustainability to drinking water and sewerage services and ensure the well-being of the more than 10 million inhabitants served by Sedapal in Lima and Callao, was presented to more than 150 attendees, among local and provincial authorities and representatives of civil society.

Defense fronts, neighborhood councils, associations, human settlements, population centers and groups from more than twenty districts attended.

Representatives of the provincial municipality of Callao, of the district municipalities of San Martín de Porres, Mi Perú, Lurín, Puente Piedra, Ventanilla Santa Barbara de Carhuacayán, governor of Comas participated; the Congress of the Republic, Ministry of Housing, Construction and Sanitation (MVCS), National Fund for the Financing of State Business Activity (Fonafe), National Water Authority (ANA), Ombudsman’s Office, Center for Studies and Disaster Prevention, College of Engineers, National University of Engineering, National University Micaela Bastidas, Anepsa, National Society of Industries; French Development Agency, Association of the Non-Alcoholic Beverages and Soft Drinks Industry of Peru, Forest Trends, GIZ, Proagua, The Nature Conservancy, among others.
