He Ministry of Labor and Employment Promotion (MTPE) formed a new working group with the Chamber of Commerce of Lima (CCL), in order to discuss approaches “referring to socio-labour issues of general interest and national scope.”
Ministerial Resolution No. 167-2023-TR establishes that the team, created at the request of the MTPE, will have one year to discuss various issues of a labor nature under the Technical Secretariat of the National Council for Labor and Employment Promotion. A similar group was created with the Confederation of Peruvian Workers (CTP) and the Autonomous Central of Peruvian Workers (CATP) late last month.
“The purpose of the Working Group is to address and articulate the proposals of the Lima Chamber of Commerce – CCL, referring to socio-labour issues of general interest and national scope,” the document states.
The group will be integrated, under equal conditions, by five representatives of the MTPE, led by the Vice Minister of Labor, Juan Navarro Pando, a representative of Sunafil, and six representatives of the CCL.
The position of the CCL regarding the limitations on labor outsourcing is well known provided by the government in supreme decree 001-2022, referring to the development of activities that are within the business core. It has even requested its repeal through the Congress of the Republic.
Recently, the Judiciary echoed the demands of the business sector and declared null and void the ban on outsourcing in the core of the business. The Indecopi Specialized Chamber for the Elimination of Bureaucratic Barriers also folded and suspended the measures that sanction this type of outsourcing until the appeals filed are resolved.
