Fuerza Popular proposes universalizing the Peruvian pension system

Congresswoman Rosangella Barbarán, from the Fuerza Popular bench and also president of the Economy Commission, has presented the bill to universalize the Peruvian pension system. The objective is to progressively recognize access to social security for all Peruviansin such a way that at retirement age everyone has a decent pension, says the document entered this Monday, April 17.

PL 4743 creates the individual cumulative capitalization account (CICA) to replace the individual capitalization account (CIC) that every person over 18 years of age must have, whether they belong to the National Pension System (SNP) or the Private System of Pensions (SPP). In addition, the pension funds managed by the multiple operations companies (EOM) will be an independent patrimony and different from that of the companies.

This way, Upon the entry into force of the regulation, the Pension Standardization Office (ONP) must issue individual cumulative capitalization accounts (CICA) to new affiliateswhich will incorporate the total of their contributions adjusted by the consumer price index (CPI), from their incorporation into the national pension system. The ONP will be responsible for capitalizing and making the funds profitable.

3% of the general sales tax (IGV) of all acquisitions made by the beneficiary with his National Identity Document (DNI) or Single Taxpayer Registry (RUC) as a natural person without business, will be automatically allocated to the CICA. amount will be considered a complementary contribution.

will create the Solidarity Pension Fund (Fonsol)with the purpose of collaborating in obtaining a minimum pension (PM) for the beneficiaries of the public or private pension systems, and will be made up of the income corresponding to one percentage point of the IGV of the acquisitions of legal entities.

It should be noted that the initiative proposes to condition the productivity of the investments made by the AFP to the collection of a commission that is known as compensation for performance and will have two components: the fixed one, which is associated with the fact that the AFPs must have an income that allows them to cover operating expenses, payrolls of their workers, among other expenses and a productivity component, related to the productivity of the funds and the investment decision outside the contributors and that falls on the company.

The legislative proposal was presented this Monday, April 17, and must be evaluated by the congressional commissions before it goes to plenary for debate and voting. If approved, the Ministry of Economy and Finance (MEF) will have 90 days to regulate the standard.

Will there be a reform of the pension system?

Three proposals are being prepared in Congress for the reform of the pension system:

  • The initiative of the Labor Commission is not yet in session to vote on the reconsideration of the opinion, rejected in the first instance.
  • The Economy Commission, according to its president, Rosangella Barbarán, would approve its text towards the beginning of June.
  • Meanwhile, congressman Jorge Montoya, who chairs another working group that is in charge of studying a proposal to modify the current system, has nothing concrete either.
