Executive strengthens strategies to benefit tourism

Tourism seeks to consolidate its reactivation process with the flexibility of measures, which will be subject to the progress of the fight against the COVID-19 pandemic.

One of the signals was given last Tuesday with the agreement reached by the Ministry of Foreign Trade and Tourism (Mincetur) and the Ministry of Health (Minsa) to increase the capacity of the airports of Lima and the regions, the number of flights, the resumption of cruise tourism in Peru, and the opening of the borders of Tumbes and Tacna.

Distances are shortened

According to the Mincetur, at the end of 2019, the movement of passengers in the airports of Peru was 40,025,533, between domestic and international flights. Only at the Jorge Chávez International Airport there was a flow of 25,402,702 passengers. As of September 2021, the movement of passengers in the main air port of the country amounted to 1,174,600 and 2,041,083 in all the air ports of the nation.

Likewise, the entity realized that, before the pandemic, there were 22 flights per hour a day. After resuming activities, 10 flights are made every sixty minutes a day. Today, and with all the current provisions, 15 flights are made.

In dialogue with La República, the Mincetur explained that the Minsa would give the go-ahead to reduce the distance between passengers from 1.5 meters to one meter. This would allow the recovery of 1.5 million passengers and that the companies will now carry out 18 flights per hour a day, 30% higher.

To achieve its mission, Mincetur has already coordinated with the Minsa and the Ministry of Transport (MTC) the harmonization of their guidelines to modify this metric measure, so that it becomes effective this month.

Sweep across borders

In 2019, the arrival of international tourists registered through the immigration control offices of Tacna (Santa Rosa) and Tumbes (CEBAF) reached 1,276,131 visitors, a figure that has been considerably reduced. At the end of 2020 and, until the closing of the borders, it reached the arrival of 278,071 visitors.

José Espinoza, director of Tourism Development Policies of the Mincetur, informed the Foreign Trade and Tourism Commission of Congress that the approval of the biosafety protocols requested by the Health Directorate (Diresa) of Tacna is expected.

This will go hand in hand with the vaccination process that the Tacna population has, which is currently at 61.5% and seeks to reach 70%.

In this regard, the minister Roberto Sanchez has established a strategy that allows the sweep of the inoculation in Tacna for 15 days through the tourism chambers, Tourism Directorate, hotel and restaurant associations.

Cruises without details

In 2019, 34 cruise ships entered the country, with 32,059 passengers transported. For this 2021 the arrival of two boats is scheduled for the month of December.

From Mincetur it has only been reported that it is already coordinated with the MTC and the National Port Authority (APN) the issuance of the statement for the Ministry to authorize the reopening of cruise ships through a ministerial resolution.

Support to the entrepreneur

The Executive adopted measures to mitigate the ravages of COVID-19 in the sector through economic benefits through programs such as FAE-Turismo or Turismo Emprende.

José Espinoza specified that the Business Support Fund, FAE-Tourism, a program aimed at financing working capital and fixed assets of the mypes of the tourism sector, placed between 2020 and 2021 a total of S / 178,596,000 to a total of 2,122 beneficiaries.

Meanwhile, Turismo Emprende, a state initiative that promotes economic reactivation and reconversion of formal micro and small businesses to promote tourism and handicrafts, is about to deliver subsidies for a total of S / 20.5 million in its second call.

Eduardo Azabache Alvarado, general director of tourism strategy, assured that the list of winners was consolidated on November 16 with the presence of a notary public. The delivery of the grants is expected to be completed in December.

The official explained that the vast majority of beneficiaries belong to the Cusco region. Therefore, Roberto Sánchez, head of the Mincetur, has already given indications to work quotas for the contest of this program next year, that is, “to establish a maximum number of beneficiaries per region so that there is a greater opportunity to win entrepreneurs who do not they are benefited by lack of technical assistance ”.

Certified destinations and community tourism

Until now in 2021, the Mincetur Tourism Products and Destinations Line direction, in an agreement signed with the Travel and Tourism Council (WTCC) of the World Tourism Organization (UNWTO), has certified 61 tourist destinations, 543 tourist attractions and 8,018 tourist service providers with the Safe Travells seal, 100% compliance with biosafety protocols. The recognition has been given since 2020, the year in which 7 destinations were certified.

As of December 2021, the Mincetur hopes that 20 more destinations will be recognized; and for next year 32 places are expected to be accredited.

The Mincetur is also working on a Community Tourism strategy, which consists of 67 enterprises from 72 communities in 13 regions of the country, distributed in macro-regions: north (17), south (10) and center (40). There are currently 1,661 registered entrepreneurs.
