Tax reform as a trigger to nurture health and education

Despite the 30 years of economic growth that characterize Peru, we continue to be one of the countries with the lowest revenue in the world, with just 14% of GDP, while the average for Latin America is 23%.

In this regard, from the Tax Justice Group They point out that to invest at least 6% of GDP in education and health, as stated in the National Agreement, tax revenues of at least 19.6% of GDP are required.

In addition, they recall that the pandemic has revealed the urgency of having sufficient income to face future crises. “However, with the current tax system, we will not succeed,” they note.

The group argues that opponents of a tax reform consider that this is not the time to develop it, however, “it was not during the period of greatest growth, nor during the period of high mineral prices” and today, which is a recommendation international organizations such as the International Monetary Fund have also been against it.

In that sense, they remember that a tax reform that increases taxes on everyone is not being sought. On the contrary – they add – a progressive reform is urgently needed, to combat tax evasion, to collect the debt of large companies, to collect VAT on digital platforms and to collect just enough in sectors such as mining.; that being one of the most important in the country, its contribution only represents 1.3% of GDP.

They conclude by emphasizing that one of the key aspects of the tax reform is to make mining contribute more due to its surpluses and high profitability production tranches. “This considering that the cost of production in Peru is one of the lowest in the region; reason for which it will not affect the flow of investments ”, they note.
